March 4, 2024:The NYS Clean Heat Program has made updates to the NYS Clean Heat Program Manual for Central Hudson, National Grid, NYSEG, O&R, and RG&E, to the NYS Clean Heat Con Edison Heat Pump Program Manual, and to the NYS Clean Heat Implementation Plan, effective as of March 1, 2024. The complete, updated documents are housed on the NYS Clean Heat Resources for Applications webpage for public reference. A summary table of changes made is included in the beginning of each document.
A brief overview of the major changes and incentive updates is included below:

Definition of Full Load Heating System: This is updated as: “A system installed that satisfies at least 100% of total building heating load (BHL) at design conditions.” Previously, projects were required to satisfy at least 90% of BHL to qualify as full load. All space heating incentives are for Full Load Heating Systems unless otherwise noted.

Air-to-Water Heat Pumps for Residential Space Heating: The NYS Clean Heat Program now offers incentives for projects involving air-to-water heat pumps (AWHP) as of March 1, 2024. Incentive levels and other details are outlined within the Program Manuals. Please see Table 13 in the Program Manual for a list of documents that contractors will need to submit to qualify as AWHP Installers with the program.

Partial Load Incentives: As previously announced, National Grid has discontinued Category 1 partial load incentives as of January 1, 2024. As of that date, no utilities offer Category 1 incentives and that content has been removed from the Program Manual.

Category Name Adjustments: Category 5 has been renamed to Category 5: Residential Rate HPWH, Category 7 has been renamed to Category 7: GSHP Desuperheater in Category 3 GSHP Systems, and Category 8 has been renamed to Category 8: Water-to-Water Heat Pump (“WWHP”) Used to Meet Domestic Hot Water (“DHW”) Load in Category 3 GSHP Systems. Associated updates have been made throughout the document as well to reflect these new naming conventions.

Category 3 GSHP Sizing: Category 3 GSHP projects must be sized to meet at least 100% of the load of the project scope at design conditions and serve at least 80% of the buildings total square footage. See Table 1 and Section 3.3.2 for additional information.

Con Edison Program Manual Update: The Con Edison Limited-Time Offers and updated base rates announced on December 5, 2023, are now listed in the Con Edison Clean Heat Program Manual. Con Edison announces a new Limited-Time Offer for C&I and Non-Residential GSHP Clean Heat Projects and two new incentive categories: 2e for Residential AWHPs and 6a for Multifamily Prescriptive Hot Water Applications. Please refer to the Con Edison Clean Heat Program Manual for a summary table of changes made.

Publication of Technical Documents: New and updated technical documents are now available on the program resources webpage:
The JMC plans to continue to release updates to program documents on a recurring basis. Stakeholders can continue to provide feedback and inquiries at any time to the centralized inbox at NYSCleanHeat@ceadvisors.com. Stakeholders are also invited to attend meetings of the Participating Contractors and Industry Partners (PC&IP) Working Group Series to hear more about these changes and other current topics. The next meeting will be held on Thursday, April 18 at 9am (please note the date change from March 14).
